LOS ANGELES (AP) ? For more than four decades, the powerful engines that helped boost the Apollo 11 mission to the moon have rested in the Atlantic. Now Internet billionaire and space enthusiast Jeff Bezos wants to raise at least one of them to the surface.

An undersea expedition spearheaded by Bezos used sonar to find what he said were the F-1 engines located 14,000 feet deep. In an online announcement Wednesday, the Amazon.com CEO and founder said he is drawing up plans to recover the sunken engines, part of the mighty Saturn V rocket that launched Neil Armstrong, Buzz Aldrin and Michael Collins on their moon mission.

The five engines, which produced nearly 7.7 million pounds of thrust, dropped into the sea as planned minutes after liftoff in 1969. Four days later, Armstrong and Aldrin walked on the moon.

"We don't know yet what condition these engines might be in," he wrote. "They hit the ocean at high velocity and have been in salt water for more than 40 years. On the other hand, they're made of tough stuff, so we'll see."

Bezos acknowledged the engines were the property of NASA, but said he hoped they will be displayed in museums.

NASA expressed excitement about the find. The space agency said it has not been formally contacted by Bezos and waited for more information.

"There has always been great interest in artifacts from the early days of space exploration and his announcement only adds to the enthusiasm of those interested in NASA's history," NASA spokesman Bob Jacobs said in a statement.

No timetable has been set for the recovery. When it happens, it'll undoubtedly take longer to hoist the 19-foot engines off the sea floor than the 2 1/2 minutes it took for them to power off the launch pad.

The sea floor is littered with spent rockets and flight parts from missions dating back to the dawn of the Space Age and it's unknown what survived decades later after crashing into the ocean.

In 2009, a private company salvaged Gus Grissom's Mercury capsule that accidentally sank in the Atlantic after splashdown in 1961. It was restored and displayed at the Kansas Cosmosphere and Space Center.

Bezos' planned Apollo recovery is the latest deep-sea adventure by the wealthy. "Avatar" director James Cameron over the weekend rode a mini-sub to Earth's deepest spot in the western Pacific Ocean, seven miles below the surface, which he described as an alien world. Sir Richard Branson plans a similar dive to the deepest part of the Atlantic, the Puerto Rican trench, later this year.

Bezos was 5 years old when he watched the moon landing on television and became hooked on getting to space. NASA "sure inspired me, and with this endeavor, maybe we can inspire a few more youth to invent and explore," he wrote.

It was not immediately clear when Bezos' team spotted the Apollo engines. Bezos offered few details about the discovery and did not say how he knew the engines were from Apollo 11. The cost of the recovery was not disclosed, but Bezos said it will be done with private funds.

Amazon spokesman Drew Herdener said Bezos was not available for comment.

Bezos' Blue Origin has been developing a vertical takeoff and landing rocketship that would fly passengers to suborbital space. It has NASA funding to compete to go into orbit as a space taxi now that the space shuttle fleet is retired.

Last year, a test flight went awry when the vehicle became unstable at 45,000 feet and crashed.

In answer to our March 9th query," How Will Legislature Deal with Dayton DOE Lawlessness on QRS??," both the House and Senate education committees have responded forcefully and well. On March 27th, the House Education Finance Committee passed their omnibus education bill, HF 2949, containing language that deals specifically with the issue of the Department of Education's efforts to implement the early childhood scholarships by requiring that recipients attend a program that has been rated by the quality rating system (QRS). (Audio is available here).

The provision contains language from two different bills. One, HF 1828, by Rep. Paul Anderson (R-Starbuck) requires the scholarship funds to be evenly divided between metro and rural recipients. The other, HF 2729, by Rep. Jennifer Loon (R-Eden Prairie) after an excellent amendment by Rep. Sondra Erickson (R-Princeton), makes sure that parents can use the scholarship to attend the program of their choice and takes $250,000 of the scholarship funds for a voluntary, parent-involved, home-based literacy-only program that does not use or require the use of a QRS.? Education Liberty Watch was willing to suspend its usual skepticism of home visiting programs for this one based on the facts that it was not a typical home visiting program and that it was accomplishing other important purposes.

The Senate bill, SF 2107, is authored by Senator Terri Bonoff (DFL-Minnetonka) and contains only the funding for the home based program without any other changes. The bill passed unanimously out of committee after some minor amendments and awaits action on the Senate floor.

During the committee process, both the House and Senate firmly instructed the Department of Education on the separation of powers when they objected to the funding and other changes in the scholarship program. House Education Finance Committee Chairman Pat Garofalo (R-Farmington) said during the initial March 14th hearing on the Loon bill:

I stand up for the legislative branch as a coequal partner in government. If the department is of the opinion that they can get out the truck and drive over us on this issue, they are sadly mistaken and in a bad place to be

Senate Education Committee Chairwoman Gen Olson (R-Minnetrista) made similar comments during the March 13th hearing (here at 52:13) on the Bonoff bill after the Department's director of government relations, Kevin McHenry objected to the expenditure:

Well, Mr. McHenry, the legislature passed the scholarships and if the legislature passed this as effectively being an effective use and application of that scholarship money, I think that is a prerogative of the legislative branch, which the executive branch in this case is expected to carry out.

Despite our usual concerns about the data collection and parental autonomy in home visiting programs, we want to thank Rep. Loon for bringing forth this bill. We enthusiastically support a program that is voluntary, private, free-market, faith and home based, literacy focused, and does not require the top-down, one size fits all, government mandated program or curriculum standards without statutory authority...

...Again, we thank Rep. Loon for authoring this bill and look forward to this committee asserting its proper authority under separation of powers doctrine, as well as protecting parental and provider authority and autonomy.

There was some written whining about the Loon bill by secular, leftist activist Beth Hawkins at MinnPost who wrote inaccurately (again) that $500,000 instead of the actual $250,000 was being used for the literacy program.? Although there were some continued objections by DFL members? and Mr. McHenry to the Loon/Anderson provision in the House omnibus bill hearing, the scholarship provision passed unscathed.

In other important and related early childhood news, Rep. Mary Franson (R-Alexandria) has introduced a bill, HF 2964, that prohibits union dues or fair share fees from being taken from these early childhood scholarships. It is analogous to legislation that has already passed both the full House (HF 1766 by Rep. Kathy Lohmer, Rep. Franson, and twelve others) and Senate (SF 1630 by Senator Ted Lillie) but applies specifically to the early childhood scholarship funds instead of the childcare subsidies in the Dept. of Human Services. This legislation deals with the ongoing fight between the Dayton administration coupled with union allies to force a unionization election for some childcare providers, again without statutory authority, that is currently being waged in the courts. More details on this battle and Rep. Franson's brave stands for both welfare reform and employee freedom will be coming shortly.

The authors of these bills, the supportive committee members, and the committee chairpersons should be heartily thanked and these bills supported as the end of session crunch may be more rapidly approaching than previously thought amidst rumors of efforts to adjourn by April 5th.

It was basically the handheld equivalent of the PS3- the overpriced successor to the most popular machine of all time launching with high anticipations in the lead up to launch, and then basically bombing. However, a rapid price cut helped the 3DS back on its feet, and soon, the games began to come.

And when they came, they came at a relentless pace.

In one year, the 3DS has amassed an incredible library of high quality AAA titles, available across both, retail and digital storefronts. Barely a year ago at this point in time, it seemed like the handheld was doomed to a quick death and no games. Right now, as the fastest selling system of all time, it is building a library of software that, like the DS?s, will most likely go uncontested.

Here are the ten best games available on Nintendo?s flawed handheld. If you are a 3DS owner, you owe it to yourself to get these games now and play them all.

10. TOM CLANCY?S GHOST RECON: SHADOW WARS

The 3DS launch lineup was nothing to write home about. Whereas it covered pretty much every type of game pretty well- from fighters to simulation, to racing, to shooter, to yes, strategy, the quality of the games themselves on offer was largely underwhelming. Critics were quick to bestow the 3DS port of Super Street Fighter IV high points and recommend it to all buyers. And so, this gem of a launch title went unseen and underappreciated by pretty much everybody.

Shadow Wars bears no resemblance to the other games in its series. It?s a tactical grid based strategy game, in the spirit of Advance Wars and Civilization. With modest graphics, and a less than stellar narrative, the game focuses almost entirely on its gameplay, and that is where its true genius shines through. As a turn based strategy game, Shadow Wars is perhaps one of the best examples of its genre.

Whereas its poor commercial reception probably is disappointing, it means that the game is now available for incredibly cheap. Most places sell it for $19 new, and you owe it to yourself to pick the game up. Don?t expect it to impress you with its great use of the system?s 3D, or any of its features, for that matter. As a focused single player strategy game, Shadow Wars will endear itself to you purely on the strength of its game mechanics and design alone.

9. SAKURA SAMURAI

We complained, Nintendo listened. Learning from the debacles of DSiWare, for the 3DS, Nintendo created an online storefront that offered great content at cheap prices, and they spearheaded the charge themselves. Among the games that exemplified Nintendo?s new approach to digital gaming, Sakura Samurai is one that stands out the most. A pick up and play action title, Sakura Samurai offers a meaty adventure that takes its titular protagonist across a beautifully realized game world on her quest to- you guessed it- save the princess.

With charming graphics, great sound design, addictive and varied gameplay, stunning locales, memorable NPCs, and the typical Nintendo charm, Sakura Samurai is an incredible title that should serve as a great counter argument to those that believe smartphone gaming will ultimately kill off handhelds. As a full fledged adventure?specifically?designed for portable gaming, available at an incredibly cheap price, Sakura Samurai is unmatched on any gaming platform.

At its current prices- it goes for $6.99 on the eShop- it?s a freaking steal. There?s literally no reason for you to not have downloaded this game already.

8. DEAD OR ALIVE: DIMENSIONS

The 3DS launched with Capcom?s stellar port of Super Street Fighter IV as the premier launch title, but that game very quickly found itself outdone, as the system soon got another?fighting game that not only flawlessly transferred all the mechanics of its series onto the portable, and then even somehow managed to progress the series further. Dead or Alive: Dimensions was a technical showcase for the system with its stunning graphics, and its mechanics that had somehow survived the transition to portable gaming intact, but it was the fact that it was perhaps the most full featured Dead or Alive game till date- offering more characters than any other game in the series, and offering a series straddling story mode, and offering a full fledged online mode- that won everybody?s hearts.

Dead or Alive Dimensions played with the series? trademark focus on speed and combo chaining, and it retained the games??traditional?focus on, er hem, the female anatomy. For any 3DS owner who was starved for content at the time of this game?s release- pretty much anybody who owned a 3DS, that is- this game was a welcome relief.

Available for very cheap now, Dimensions is another game that is recommended to any fighting games fan who owns a 3DS. You will not be disappointed.

7. METAL GEAR SOLID: SNAKE EATER 3D

Nintendo shocked everyone at E3 2010 when they announced that for the 3DS, they had won the support of Kojima and his Metal Gear Solid series- an honor usually reserved for Sony systems. A 3D remaster of the third game in the series (chronologically the first. Don?t ask) was announced, and shown off as the technical showcase for the system, its stunning graphics being trumpeted as proof of the little handheld?s power.

Over time, the port soon got downgraded, and the final product was a far cry from what had initially been shown. And yet, the underlying game is so incredible that Snake Eater 3D, even in its compromised form, remains one of the best games on the system. Although the controls might take a bit getting used to, the game remains stunning, with possibly the best design and best story in the series. The incredible graphics and great music only add to the game?s atmosphere, and while the throwaway 3DS specific features, such as integration of the gyroscope and the 3D camera, are distractions at best, the sheer value of the core package makes it hard for anyone to avoid this game.

People often moan that Nintendo systems lack content targeted at the mature gamer. Well, here we have one of the best games ever created, a game that is by all accounts ?for the mature gamer,? and it?s playable on the go. Unless you have already recently invested in the HD Collection, this game is a very tempting deal, one that I heartily recommend.

6. THE LEGEND OF ZELDA: OCARINA OF TIME 3D

Another remake (the last one on this list, I promise), The Legend of Zelda: Ocarina of Time 3D was perhaps the 3DS?s first ?system seller? (a bit sad when you consider that it is the remake of a thirteen year old N64 title, but such is life). Featuring fully enhanced graphics, a reworked interface that takes advantage of the 3DS?s touch screen and (sometimes) its gyroscope, and a new boss rush mode, Ocarina of Time 3D modernized what has often been called the single greatest game ever created, and condensed it to portable form, for a new generation of gamers. The nostalgia factor at work also made it incredibly tempting for people who had grown up playing the adventures of the Hero of Time.

What is there to say about this game? It?s Ocarina of Time. It?s arguably the blueprint for modern 3D game design. The enduring tale of the boy who comes of age and saves the kingdom from great evil, Ocarina of Time is a game that does not?show its age, in spite of the fact that most of the mechanics it pioneered fourteen years ago have since been bettered and perfected. The strength of its game design and mechanics shines through, and minor anachronisms, such as static backdrops, or a baffling save system, all pale before the strength of the game?s level design.

Excellent graphics, incredible soundtrack, and one of the most enduring game designs of all time, Ocarina of Time 3D was a treat, and a great celebration of the Zelda franchise?s twenty fifth anniversary. But now it?s done and behind us. Nintendo, bring on Majora?s Mask 3D.

A planetary system from the early Universe

ScienceDaily (Mar. 27, 2012) ? A group of European astronomers has discovered an ancient planetary system that is likely to be a survivor from one of the earliest cosmic eras, 13 billion years ago. The system consists of the star HIP 11952 and two planets, which have orbital periods of 290 and 7 days, respectively. Whereas planets usually form within clouds that include heavier chemical elements, the star HIP 11952 contains very little other than hydrogen and helium. The system promises to shed light on planet formation in the early universe -- under conditions quite different from those of later planetary systems, such as our own.

It is widely accepted that planets are formed in disks of gas and dust that swirl around young stars. But look into the details, and many open questions remain -- including the question of what it actually takes to make a planet. With a sample of, by now, more than 750 confirmed planets orbiting stars other than the Sun, astronomers have some idea of the diversity among planetary systems. But also, certain trends have emerged: Statistically, a star that contains more "metals" -- in astronomical parlance, the term includes all chemical elements other than hydrogen and helium -- is more likely to have planets.

This suggests a key question: Originally, the universe contained almost no chemical elements other than hydrogen and helium. Almost all heavier elements have been produced, over time inside stars, and then flung into space as massive stars end their lives in giant explosions (supernovae). So what about planet formation under conditions like those of the very early universe, say: 13 billion years ago? If metal-rich stars are more likely to form planets, are there, conversely, stars with a metal content so low that they cannot form planets at all? And if the answer is yes, then when, throughout cosmic history, should we expect the very first planets to form?

Now a group of astronomers, including researchers from the Max-Planck-Institute for Astronomy in Heidelberg, Germany, has discovered a planetary system that could help provide answers to those questions. As part of a survey targeting especially metal-poor stars, they identified two giant planets around a star known by its catalogue number as HIP 11952, a star in the constellation Cetus ("the whale" or "the sea monster") at a distance of about 375 light-years from Earth. By themselves, these planets, HIP 11952b and HIP 11952c, are not unusual. What is unusual is the fact that they orbit such an extremely metal-poor and, in particular, such a very old star!

For classical models of planet formation, which favor metal-rich stars when it comes to forming planets, planets around such a star should be extremely rare. Veronica Roccatagliata (University Observatory Munich), the principal investigator of the planet survey around metal-poor stars that led to the discovery, explains: "In 2010 we found the first example of such a metal-poor system, HIP 13044. Back then, we thought it might be a unique case; now, it seems as if there might be more planets around metal-poor stars than expected."

HIP 13044 became famous as the "exoplanet from another galaxy" -- the star is very likely part of a so-called stellar stream, the remnant of another galaxy swallowed by our own billions of years ago.

Compared to other exoplanetary systems, HIP 11952 is not only one that is extremely metal-poor, but, at an estimated age of 12.8 billion years, also one of the oldest systems known so far. "This is an archaeological find in our own backyard," adds Johny Setiawan of the Max Planck Institute for Astronomy, who led the study of HIP 11952: "These planets probably formed when our Galaxy itself was still a baby."

"We would like to discover and study more planetary systems of this kind. That would allow us to refine our theories of planet formation. The discovery of the planets of HIP 11952 shows that planets have been forming throughout the life of our Universe," adds Anna Pasquali from the Center for Astronomy at Heidelberg University (ZAH), a co-author of the paper.

Syria agreed to ceasefire, says U.N. envoy

Former U.N. chief Kofi Annan said Tuesday that Syria has agreed to a ceasefire plan, but some implementation details remain to be worked out. Annan, who's been tasked with mediating an end to the Syria violence, received U.N. Security Council backing last week for a six-point proposal to ease the crisis.

"I indicated that I had received a response from the Syrian government and will be making it public today, which is positive, and we hope to work with them to translate it into action," Annan told reporters in Beijing Tuesday after a meeting with Chinese Premier Wen Jiabao, Reuters reported.

"So we will need to see how we move ahead and implement this agreement that they have accepted," Annan said.

The U.N. Syria envoy was on a two-day trip to China after a similar trip to Moscow to try to get Russia and China to back the measure. Annan's six-point plan calls for the withdrawal of heavy weapons and troops from population centers, access for the distribution of humanitarian assistance, the release of political prisoners and greater freedom of movement. It also asks the Syrian government and opposition to work with Annan on a political reconciliation plan.

Annan's remarks came as Syrian troops reportedly clashed with Syrian rebels in northern Lebanon, Reuters reported. Also on Tuesday, Syrian President Bashar al-Assad visited the devastated Bab Amr neighborhood of the flashpoint city of Homs, which his troops have besieged with tanks and heavy weapons in recent weeks, Al-Jazeera reported.

On Sunday, President Barack Obama huddled with Turkish Prime Minister Recep Tayyip Erdogan to talk about the Syrian crisis, ahead of the nuclear security summit being held in Seoul, South Korea. The two leaders discussed providing Syrian opposition forces with nonlethal assistance, including communications equipment, reports said. Turkey, which shares a 900-km (560-mile) border with Syria, has taken in some 17,000 refugees from Syria in the yearlong crisis, which has killed more than 8,000 people.

Secretary of State Hillary Clinton heads to Turkey Saturday for the next "Friends of Syria" international contact group meeting.
